I give up.
The computer I just can't pinpoint the problem on at all. I'm down to RAM and CPU, and frankly I think it's the CPU since a RAM fault would at least give me a video signal when I try to boot it. So expect delays on Uninhabited Planet SURVIVE 40-43 while I go through exams and encode on this laptop (Pentium III 600MHz). I'm taking suggestions on what type of new system I should obtain - cpu/mobo/ram. Show me the skills that would make the Battle Programmer Shirase proud.

that is a good one... but an MAD64 (prolly 3200+) and a epox mobo and 2 512 pc3700 OCZ sticks would be even better... problem is the price of it all =(

and 1x80Gb IDE and 2x 120 SATAs.... and a 17" TFT :)

Back in the troubleshooting department for a moment, have you tried the RAM and processor in a known-working system to narrow it down to one or both of those?
Though as for new systems, I've been using primarily MSI boards here, running AMD Athlon XP-class processors on them. Haven't seriously shopped for newer hardware as money's been a bit tight.
Anyway, that's pretty much what I can say. Hope you get your situation rectified soon!

I generally think 64bit processors are over priced for the generally poor software support for them, but I could see them being potentially useful for stuff like video encoding.

If you want good 64-bit support, your entire platform needs to be 64-bit from start to finish, starting with the operating system. There isn't one from Microsoft -- yet.
Right now, the only operating systems fully capable of running in 64-bit mode on AMD's x86-64 platform are Linux and FreeBSD, and maybe NetBSD and OpenBSD.
I believe about the best you could do for now on a Microsoft platform is use AMD's "hypertransport" system, which is like Intel's "hyperthreading". However, you don't have that option with Windows XP Home (hyperthreading/hypertransport requires multiprocessor support), nor will you ever likely to be. XP Pro is a different matter, however.
