I've played with the CSS a little bit. If you're using IE, you'll default to the new BPS-ish style, while if you're using FireFox, the mouseovers in the sidebar should work right (at last) and while you'll default to the old, somewhat Popotan-inspired (by which I mean, containing the colours of Dandelions) scheme, you can choose the BPS-ish one instead in the menu at the left side of the status bar.
I'm not sure exactly what a Survive-like style would look like, but if you want to post one in a comment, I can try it out, and maybe add it to the site. (I suggest using the existing pair as a basis.)
(Edit: after further playing with the css, I have a survive style sheet also.)

It's not so much that IE defaults to the last as that it treats all three stylesheets as a single style sheet. The last one contains some superfluous declarations to override parameters in the previous two, so that IE won't show, for example, black borders around the title.
